Randolph Police Arrest Two for Credit Card Fraud

RANDOLPH — Chief William Pace reports that the Randolph Police Department, after making a motor vehicle stop this week, conducted an investigation and arrested two people for credit card fraud.

TERRANCE MUNROE, AGE 20, OF BROOKLYN, N.Y. was charged with:

• Receiving Stolen Property
• Operating Without a License
• Speeding

CORTLAN-KARIAH SMITH-DUDLEY, AGE 19, OF NORTH BALDWIN, N.Y. was charged with Receiving Stolen Property.

On Monday, Feb. 27, Randolph Police Officer Kevin Aldred conducted a motor vehicle stop in the area of Pleasant Street on a red sedan that was speeding.

Upon stopping the vehicle, Officer Aldred observed the driver, MUNROE, quickly switch places with SMITH-DUDLEY, the passenger. Officer Aldred approached the passenger side window, where MUNROE proceeded to give him what was determined to be false identification. After MUNROE failed to provide his own identification, police determined that he did not have a license.

Located in plain view in the vehicle were several assorted credit cards that were later found to be fraudulent, false identification for both MUNROE and SMITH-DUDLEY, and packages of various retail goods and electronics. An investigation indicated that MUNROE and SMITH-DUDLEY were allegedly using fraudulent credit cards to purchase large quantities of goods and gift cards from stores in Massachusetts.

Both suspects were placed under arrested and transported to the Randolph police station for booking.

Police later learned that MUNROE was wanted on several charges out of New York for similar larceny and fraud-related offenses.

As part of the investigation, police obtained a search warrant for the home of MUNROE’S mother, who lives in Randolph. There, they recovered a credit card embossing machine, multiple unopened pre-paid credit cards, as well as a ledger showing hundreds of credit card numbers.

This is an active and ongoing investigation.

MUNROE was released on bail and SMITH-DUDLEY is being held on bail pending their arraignments in Quincy District Court.
